Profile overview
Dr Muhammad Shabbir is a Pakistan-based researcher, policy professional, and accessibility advocate whose work spans strategic studies, international relations, digital governance, and disability inclusion. He currently serves as Research Fellow at the Institute for Strategic Studies, Research and Analysis, National Defence University, Islamabad, where his work includes policy analysis, geopolitical research, strategic issues, and public policy communication.
He also serves as Editor of the NDU Journal and has extensive experience supervising research in academic and professional military settings.
Institutional journey
At ISSRA and National Defence University, Dr Muhammad Shabbir progressed from Research Associate to Senior Research Associate and then to Research Fellow. His institutional work has included policy analysis, research development, supervision, and support for public policy communication, alongside an editorial role in the NDU Journal.
Public-interest and leadership work
Alongside his institutional research role, Dr Muhammad Shabbir has developed a substantial profile in Internet governance and accessibility. He currently coordinates the IGF Dynamic Coalition on Accessibility and Disability and has held important leadership roles in the Internet Society, including service on its Board of Trustees and as Founding President of the Internet Society Accessibility Special Interest Group.
Research and policy interests
His academic and policy interests include strategic affairs, foreign policy, cyber security, technology governance, social media regulation, digital accessibility, and the relationship between institutions, rights, and public policy. Through research, writing, speaking, and advisory engagement, he seeks to connect rigorous analysis with practical policy relevance, particularly from the perspective of Pakistan and the Global South.
